    THIERRY RAKOTOARISON

    THIERRY RAKOTOARISON

    I am an expert in finance, privatization, Public Private Partnership and Private Sector Development with 20 years international experience in the sectors of telecommunications, transport, infrastructure, mining, energy, agribusiness, banking, finance, tourism and the public sector. I have acted as a consultant in more than 100 projects, advising governments, investment banks, institutional investors, commercial companies and international donors in the development and negotiation of projects, and investment in Africa.

    I hold a BA in Accounting from INSCAE in Antananarivo (Madagascar) and an MBA from Wichita State University in Kansas (USA). I am a member of Harvard University’s international program of corporate governance, regulatory reform and privatization.

    Andry RASOANAIVO

    Andry RASOANAIVO

    I have a degree in agronomy with a specialization in rural engineering in Europe. I worked as a senior manager for a large French group based in Madagascar, both in industrial culture, maintenance of the agricultural park and rehabilitation of the group’s stores in the southwestern region of Madagascar. I also worked in one of the major banks in Madagascar as an account manager for customers from Agricultural and Tourism sectors, and I acted as a coordinator of support and credits for companies and rural communities in a USAID-funded program involved in fighting poverty and preserving Environment.

    I joined International Finance Corporation (IFC), part of the World Bank group. In this context, I provided technical support and advice to companies, both in terms of organization, financing and preparation of funding applications, while supporting the monitoring and implementation of projects. I am also a pre-certified ISO 14000 auditor (Environment Management System).

    I hold a master’s degree in management from IAE PIOITIERS (France) and a bachelor’s degree in business administration from INSCAE Madagascar. I have more than 16 years of professional experience. I worked in commercial banking for 5 years and supported the private sector, mainly for SMEs in various projects funded by international donors (US Government, World Bank, USAID). As part of an integrated social marketing program funded by USAID, I supported access to finance, business management, capacity building, health coverage systems and distribution of social marketing products.

    I also supported microfinance institutions to create financial products for the private health sector. My work extends from training and coaching to business related advisory services, business planning and access to financial support, ensuring the security and financial viability of private investments. During my career, I have developed skills and knowledge on program and project management.

I have developed a thorough knowledge of Chinese investment in Africa and Madagascar, and of the investment climate in Madagascar, through my studies and research.

    I have gained specialization in investment and export facilitation, as well as technical assistance and training for small and medium-sized enterprises to export to the US market. I have a solid knowledge of business intelligence and market research, as well as of the legal framework for investments in Madagascar. I have a full proficiency in French and English, and I can speak fluent Chinese (HSK 3).

    I hold a University Diploma in International Trade, Marketing and Communication from ISCAM, Antananarivo, Madagascar. I have received training in International Business from the Indian Institute of Foreign Trade (IIFT), in business planning from the Business Training Center – AMBATOVY Project, and in Business Edge (Business planning) from the International Finance Corporation (IFC). I received training in Public Private Partnership (PPP) – EDBM / AXELCIUM, and a certificate with honors from the World Bank Group on PPP: How to provide better infrastructure for public services? I have extensive expertise in business development, international business, marketing and communication.

    Moreover, I also received training on the topic: Developing “country brand” to better position its products internationally by ISCAM / François Christen, marketing expert, Dr. in Experimental Psychology, lecturer at the UC Berkeley Haas School of Business and the UCLA Anderson Graduate School of Management (California), a training on the Local Content (LC) – GIZ (Deutsche Internationale Gesellschaftfuer Zusammenarbeit), DFAT (Department of Foreign Affairs and Trade Australian Government). With this expertise, I participated in several missions in the fields of agribusiness, international trade and industrial development in Madagascar. I speak, read and write fluent Malagasy, French and English.

    I began my career in 2006 with project evaluation missions to develop and strengthen the capacity of government agencies. I speak, read and write fluently Malagasy and in French and I have an average proficiency in English.

    Expert in GIS, I hold a Master’s degree from the Institute and Observatory of Geophysics of Antananarivo (IOGA). I also received in-depth training in Geographic Information System (GIS) and Remote Sensing during my studies. I have worked as a PLOF Assistant during the process of the Integrated Community Support Operation (OCAI) project involving 61 communes in the Antsinanana and Alaotra Mangoro regions. Under the supervision of the PLOF expert, I conducted the combined census, the quality control of the census forms and the integration of the results into the PLOF and FiPLOF software. In terms of Geographic Information System, I have already produced several thematic maps in the project to develop planning tools (SRAT, PUDi, PUDé).

    I have also carried out satellite imagery processing for the creation of a COS map as part of the spatial planning plan project and an assessment of a forest cover. I have extensive experience in the area of investigation. I led the participatory diagnosis (qualitative interviews, quantitative survey, individual interview of resource persons) within the framework of the PAQT Toamasina project. I also realized a “focus group” during the mapping project in the Early Warning System.

    I hold a Master’s Degree in Geography from the University of Antananarivo Madagascar. I have taken courses and made numerous training courses on the Geographic Information System along my curriculum. I also did specialized studies in land planning and land security at the Polytechnic School of Antananarivo. I have worked as a GIS specialist in many projects. The IDF FSS project is cited for the development of the spatial planning plan and community environmental management; as well as the development of Atlas maps and diagnosis within the framework of the regional spatial planning scheme of the Boeny region.

    In addition, I have worked in the land-use project OCAI (Communal Operation of Integrated Support) in the region Atsinana. As part of this project, I was responsible for the realization of PLOF inventories and for the improvement, updating of PLOFs and supervision of the combined census. As a result, I incorporated the results of these plot censuses into the FiPLOF software for the purpose of developing PLOF repertory and constitution of tax databases.

    I hold a Master’s Degree in finance and accounting option management from the University of Toamasina. I have extensive experience in accounting in several companies in Madagascar, of which four years at Evolutis Projects Development.

    I prepare and examine financial records. I ensure that financial records are accurate and that taxes are paid properly and on time. I assess financial operations and work to help ensure that the organization runs efficiently. I speak, read and write fluent Malagasy, French and English.
